Kîfa-saqê Bî (/ˈkɪfa/ /ˈsaqɘ/ [wrong; false] [return]) is a subtropical Town located in the Mèhcebî Zone of the Union of Engineers.

The name Kîfa-saqê Bî is derived from the Iron Elvish language, as Kîfa-saqê Bî was founded by Shonhêpí Tregfêbë, who was culturaly Iron Elven.

Climate

Kîfa-saqê Bî has a yearly average temperature of 22°C (71°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a cool 18°C (64°F). Kîfa-saqê Bî receives an average of 281 cm/y (110 in/y) of precipitation, most of which comes in the form of rain during the summer. Kîfa-saqê Bî covers an area of nearly 4 km2 (1 mi2), and an average elevation of 7512 m (-18304 ft) above sea level.

Overview

Kîfa-saqê Bî was founded durring the early 10th century, by Shonhêpí Tregfêbë. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Shonhêpí Tregfêbë.

Kîfa-saqê Bî was built using the conventions of Iron Elven durring the early 10th century. Naturaly, all settlmentss have their own look to them, and Kîfa-saqê Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Kîfa-saqê Bî is buildings are arranged arrounded highly ordered system of restrictive cobblestone streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town has a defencive wall made from querried stone. The wall is equipped with a full set of battlments but the nature of its construction methodology leaves it somewhat vulnerable to siege equipment. That said, the town is well defended against anything short of an army. Kîfa-saqê Bî's cost-cutting-focused defences are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.

A look around Kîfa-saqê Bî gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring jsut long enough for it to be uncomfortable. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes.

Civic Infrastructure

Kîfa-saqê Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kîfa-saqê Bî.

Kîfa-saqê Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Kîfa-saqê Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kîfa-saqê Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kîfa-saqê Bî's public wards, blessings, and other arcane systems.

Kîfa-saqê Bî possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Kîfa-saqê Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Kîfa-saqê Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Two or more groups of citizens within Kîfa-saqê Bî hate each other. Their neighbors or the local law have kept things from too-overt violence, but members of the groups will constantly interfere with their rivals and cause whatever misery they can get away with. This hate may spring from recent events, or it may be an inherited spite from old wrongs.

Kîfa-saqê Bî's town hall was built using a different architectural style from the rest of the town. The style used is known for its fluid and florid elaborate style, comprising ornate, asymmetric designs and pastel shades. It is often considered to be a playful, light style, which made exuberant use of curves and emphasized subtle asymmetry in the general shape of its structures. Walls, ceilings and moldings are decorated with numerous interlacing of curves and counter-curves based on the shapes of ‘C’ and ‘S’, along with shell forms and other naturalistic shapes.
